The Andhra Pradesh Legislative Assembly on Tuesday (March 18, 2025) approved the A.P. Metropolitan Region and Urban Development Authorities (Amendment) Bill–2025, that aimed at streamline urban planning and governance in the State.

During a brief discussion, Municipal Administration Minister P. Narayana emphasised that the Bill was introduced after conducting a comprehensive study of urban development models in various States.

“Currently, 21 Urban Development Authorities [UDAs] exist in Andhra Pradesh. These do not have Heads of Departments [HoDs] to oversee operations. With the passage of the Bill, the government has been empowered to appoint HoDs for better administration,” he said.

The Bill would also grant local urban bodies the authority to approve building constructions and layout plans, addressing previous bottlenecks in development, he said.

Mr. Narayana pointed out that under the previous government, issues related to TDR (Transfer of Development Rights) bonds, building permissions, and layouts had caused significant delays. The new amendment aimed at eliminating these hurdles by empowering the local urban bodies to expedite approvals, he said.

The new legislation was expected to enhance urban development efficiency and improve ease of doing business in the State’s metropolitan regions.
