The federal agency responsible for airport security, the Canadian Air Transport Security Authority, spent $866 million over the same period, according to Public Accounts.

Cabinet in its 2023 budget raised the fee by a third to $20 on domestic flights and $34 on international flights, but unions and airport operators opposed the fee as an uncompetitive tax.

“I wish I could say these increases in fees would lead to better service for both the airlines and passengers,” Jeff Morrison, then-CEO of the National Airlines Council, testified at 2023 hearings of the Senate national finance committee. “I cannot say that. For example, with the increase in the air security charge, that is money that goes into general revenue.

“Will it lead to better service, better improvements? I wish I could say yes. Airlines wish we could say yes, but given that, we don’t suspect that’s the case. Unfortunately, I don’t believe so.”
